So it says that the person at rank 100 has 9603. I have 9604, and i don't show up in the top 100. Why is this?

The ranking doesn't update more than, what, once or twice a day.

Ya, just wait it out. There have been a day or two when they didn't even update. Just compare your AP to the persons AP. Just make sure to click on their profile to see if they gained more AP.

So, I should just go ahead and flag this post then nichodemus? LOL =P

As far as I know, the AP and all time leaderboard (not the other two) are recalculated and updated every day at 24:00 hrs midnight.

I don't know what calculation for the AP is used exactly, so there might be some differences and delay in effect with the leaderboard...
