Everyone is racist, in some way. Negative or positive, everyone will inevitably foster some feeling toward a particular race
Is it racist to have an inherent dislike of people who are perfectly capable of making smart decisions but decide to not use their brains to think and so constantly make stupid, impulsive actions which result in the harm of multiple parties? (Please don't think I'm seriously asking this, it's supposed to be a joke.)
Racism occurs though because you were taught growing up that you/your group of people are superior to others. This can be made worse by also being taught that specific peoples are inferior or sub-human, and that you're entitled to better things than they are because of this.
When my mom's brothers were kids and they saw blacks for the first time, they simply thought they were dirty.
The first time I noticed that someone's skin was a different color from mine was at the dentist's office when I was 4-5 years old. I asked my mom in a non-discreet way, "Why is that person's skin all black?" to which she (after somewhat freaking out and apologizing for no reason to the guy) responded to me, "he was just born that way."
That was the end of that for me until about 4th grade. I never thought twice about it because to me it was the same as people having noses that looked different or ears which were larger or people who were different heights.
I also think the media is the main problem when it comes to racism.
Racism is staying alive as a form of fear more than anything atm in the U.S from what I've seen. People are scared of it, so they teach about it and take extraneous measures against it and in turn become highly oversensitive to it. I'm not saying it's not a problem, but really no person who you would think of as "rational" in this day and age truly believes that just because their skin is a different color or their ethnicity is different is inferior.

See here there's a massive racist issue with Roma Gypsies. With a lot of places with Roma Gypsies being part of the EU, they get instant citizenship here. They tend to beg and claim benefits at the same time. I can understand peoples irritation because they instantly get benefits whereas people from here have to go through a rigorous challenge to get state funding. A media programme did a show about them, and how by begging and getting state money they make up to $500 per day each, with 6 or so living in a house together and not having to pay rent/bills. So i understand peoples frustration, but people have to educate themselves/or schools do, to show that not every Romanian is like that.
have you ever noticed the fact that people are using the term "racist" more often than ever before, even when the situation doesn't apply to race in any way at all?
for example, I was listening to NPR, and I heard a clip where an environmental activist were calling oil companies "racist against the environment". this immediately made me think that the man had a weak vocabulary, which soon connected to weak intelligence.
I have to ask, have you seen/heard anything along those lines before?
