Actually, all that is due to the admins updating the forums with some new - "features", like, instead of the approximate post time, they have the date only, and moving the flag and stuff. Though I haven't seen "constant refreshing" as a glitch here as much as nothing actually refreshing. Either way, there is at least one thread on this, so go look for it, it probably explains it better.
