The objective is to destroy the boss with whatever you can use in the city. The boss is attempting to destroy this city because of reasons.
The city has four sides and a center, each with its own buildings (some are only found in that block). All these buildings can be looted, searched, fortified, dismantled, etc.
"Game Over" occurs when all/most parts of the city are destroyed.
