Warnings would show up on your profile though only user who has them can view them, also only mods could assign. A user would 3 black boxes that fill up after after warnings. The Warn icons would be as follows No Warnings-3 blank black boxes on profile 1st Warning1 green filled box every warn, after 3, 1 week ban 2nd Warning-1 red filled box for every warn, all 3 results in permanent ban. Basically this for showing how close a user is being banned.
Realy it is not hard to know the rules on a forum. The things new members have problems with in forums is not so much getting to know the rules as it is to become a mature poster.
The rules are common sence and are common courtassy. If you have the ability to post in these forums you must be old enough to know common courtassy.
Of course, I am not saying that someone should not have to read the rules. It is just that if you break a rule, it does not matter how new you are to them you still know when you broke one or not.

Oh, ok, i see, you have to consider the fact that only users can see it. I have an idea, maybe in the control panel you can have the option of making it viewable by others, or only viewable by you and the mods.
Let me be blunt about this... if you are stupid enough to have a mod warn you (which they do) and you still keep breaking a rule, you deserve to be banned for being ignorant.
Boxes are not necessary because there is no real way to measure the crimes commited on this site. Even if they did work out a good system to measuring the crimes, this would only make it harder to ban trouble makers. Everyone who gets banned deserves it.
There is no need acting like everyong who got banned accidently broke a rule and was instantly banned. They knew what they were doing and they have been warned by mods and still kept on breaking rules.
