Unlock, yes. Often they do that just to comment a last time on a topic someone else have locked, so it is possible. Unbanning can probably be done, as the username is still in use, but unless you are only temp banned, I do not think there would be much reason for un-banning (as the perm ban is for serious affairs). Un-deleting is not an option, I know because I made Zophia mad at me, bacause I flagged one of my own comments on her wall four or five times, and it got deleted.
Yes moderators can unlock things. But they only do it under certain circumstances. They wont unlock things because you ask them to.
Any admin (green) can un-ban someone. And I believe a mod can un-ban a member that another mod has banned. However if Calie bans someone, a mod cannot un-ban them.
I'm pretty sure that bringing back something that has been deleted cant be done. I could be wrong, but I don't believe they can.
I'm not sure that all this is correct, this is just based off some prior knowledge.

Unlock - I'd agree, moderators don't often make mistakes. Un-ban temporary - Yes, that's why it's temporary. Un-ban permanent - Permanent pretty much means forever. There's no going back. Un-delete - I don't think it's possible.

And well ya. Admins have more power than moderators, and moderators don't know all of them, just like users don't know all about what mods can do. And that is how it should be~
