No. Sadly, Game Maker does not export to the SWF format needed for proper flash games. The only program I know of so far that exports to Flash is the official $700 Adobe Flash.
However, if you begin making games and sharing them with friends on Game Maker, you can then build up to Flash. I have not used Game Maker myself, but I hear it is an excellent place to start.

The words "use" and/or "using" in this Agreement mean any time an individual (a "user", directly or indirectly, with or without the aid of a machine or device, does or attempts to access, interact with use, display, view, print or copy from the Site, transmit, receive or exchange data or communicate with the Site, or in any way utilizes, benefits, takes advantage of or interacts with any function, service or feature of the Site, for any purpose whatsoever.
It's saying that you can access the internet without a computer... =)
