For regular bans, you can't. But if they're permanently banned it'll lead to a 404 page.

Temporarily-banned users will look just like any normal profile -- you can view it and even post in it. Permanently-banned users, however, will just redirect you to the 404 page. This is so users can't exploit the insight that the permabanned user cannot reply back since they are banned forever.

ok im asking this because my friend made a forum game and its dieing and i wanted to know if i could take over untell she got unbanned her name is stormdragon

Just because someone doesn't do something for a while, it doesn't mean that they are banned.
