The picture for "unlucky 13" is misleading. The sign by the door should say Floor 14.

First, be sure that you're in level 13 (Floor 13).
Now,get yourself killed on the last spike,just before reaching the end on level 13 (door that will lead you in the next level 14)

Yes, you can double jump. Jump then there should be a point when you are just under that top spike then jump again.
