There are only 15 levels.

thats odd, it almost seems part of the map is covered up under clouds

I' m level 39 and got all badges and awards and still there are clouds.
I wonder if they will remove reaching some higher levels or doing some stuff.

Get 3 stars, day and night, on all 15 primary levels of the game

Maybe the creator planned to add more levels. I hope so.

I too wondered about this. The clouded area really seems like it should have some purpose.

I was hoping it might open up after getting all the stars and achievements but if what Nitversion says is true, that is very disappointing,

Perhaps it is still being worked on and will be added later, like the new levels on Kingdom Rush. I sure hope that's what happens.

If I had to guess, I would say that the clouds would disappear and reveal the final region once you complete everything. 3-star finishes on all levels in both modes, get all achievements/badges, reach max rank (51 I believe), and maxed out skills in every category. It may seem unreasonable but I've played other games that have done the same thing.

cursed treasure 1 did add a level pack before the sequal, maybe the same plan is going here?
