Well the site won't finish loading for me, so just google if it's a production car or not. If it is then yes, it is street legal if not then you know. Just some heads up to help you get an idea as to what to expect, the worlds fastest production car goes up to 268.7 MPH so whatever is in that video is likely street legal.
I doubt Iraq has the same safety standards as the United States or other western countries, so I'm sure it's perfectly legal there. Besides, is it really anything more than a hideous convertible?
You only have to validate that your car is safe according to certain standards, and I don't believe you need a windshield.. Don't forget that some motorcycles and mopeds don't have windshields.
