Rookie drill isnt working for me too! I tried it even with a new save game...

@Leesie: Not sure if this is going to be useful... Try to get 3 stars on easy mode. Then just replay the level on normal difficulty. It doesn't matter how many stars you earn; you should get the quest. At least, I did, but I'm not sure if it was a bug and it was fixed :|
