@elentil the master of wisdom is the 4th master, and he is not located in the old quarter... you will find him outskirts of central quarter!

Seems he is a lil bit buggy, maybe you need a few runs to finaly find him.

I couldn't find the master of wisdom for what seemed like an age, but I noticed there was no masters in the old quarter tavern.

I went back there and was instantly greeted by the first master. I then escorted him to the tavern and when i looked in the workshop I had the master of wisdom.

I've escorted the Master in the Old Quarter Fairgrounds to the tavern six times now. Every time it says I have new skills, but when I open the Workshop, it won't let me access them.

Definitely a bug somewhere. Very annoying.

check every quarter if you have struggle finding the master of wisdom . I found him in the old quarter . haha

Once again, it is different for everyone. The locations are random.

Umm, I got the first three masters, and then explored the Central Quarter, and brought the master of wisdom to the tavern. Then, after I finished that run, I went to the workshop, and clicked on the master of wisdom, to see what he had to offer, and it said "You have not found the master yet." Someone please help me.

I found Master of Wisdom in Greyed quarter(tower,patrol) after completing the game
