In the situation in question, this is how I see it:

Hemispheres: Games and Forums; the focus for this thread will be on Forums.
Continents within Forums: Each forum could be considered a continent.
Countries: If every thread was a country, there would be too many of them. Instead, I would think of each page as a country.
States and everything within them: Each thread would then be a state, with each post being a city/town.

(Thread Locked) The state/province would be closed down/blocked from growth/disbanded?

I agree on this one, somehow I think Forum Games country has lot of imaginations. IMAGINATIONS !
