How to determine randomness

Effects
T1 is small, T2 is small, T3 is medium, T4 is high, T5 is top tier. Burn
T1: Deals 2-5 damage over time.
T2: Deals 6-8 damage over time.
T3: Deals 10-14 damage over time.
T4: Deals 15-20 damage over time.
T5: Deals 30 damage over time.
Shock
T1: Enemy moves slower.
T2: Enemy moves way slower.
T3: Enemy may not move.
T4: Enemy may not move and can't do non-spell attacks.

Name: Maximus
Age: 20-ish
Bio: Worked originally for the palace guard of a small kingdom in the frosty north. He was banished due to him being framed for the murder of the only heir to the throne. He was stripped of his palace armor and weapons and was sent across the border. Within minuets a missive was under Maximus' nose sent from the current leader of the country he stood in, it beckoned him to the house of the king. There he was asked what had become of a palace guard, this nation prided itself on information gathering. So he told the story of how he had fallen asleep at his post and woke to find his sword missing, but it wasn't too far away. Looking around Maximus noticed the heir's rooms door was ajar, so he went in, where he saw his sword sticking out of the heir. He was caught by the High Priest, who Maximus had suspicions of being a traitor. He was then immediately exiled, he would have been executed had he not been one of the guard. Maximus showed the Ruler the pendent Maximus managed to hide before they took his armor and weapons. The ruler sat and listened and agreed, the High Priest was planning a coup, he offered Maximus a home and a safe haven should he ever return to the county but Maximus declined and said he planned to head south a while, to see what it was like and to escape from his past.
