I have (as far as I can tell), all areas opened up. Each one has the Outpost, Factory, and Shelter icons. But I haven't found "Porterfield the Inspector." Is he in one of the outland areas (e.g. massacre or Den)? The last inspector I found was Rock; I found him in the last area I opened, Freeside.
Also, has anyone found a way to get more than one or two soldiers at a time. Kind of tedious.
I have the same problem as Rhythmdvl. I find the Rock in Westside, it registers as completed and he never appears in the armory. I tried waiting or using a different exit but nothing works.
The militia building is highlighted on the map when you try to upgrade militia.
So once you find where it is, then you go and enter the zone(I-IV) where you see the militia building.
Inspectors can only appear once in a zone; I can't remember which one has no inspector(I suspect one of the last three). This way, you just have to search through each zone once(mainly use radar).
If you think you got an inspector, but he doesn't appear afterwards, revisit the map you just finished and pick him up.
Redoing didn't work, I did it 8 times yesterday and quit. But I got back to it today and this time he registered.
Sooo I recommend to restart your game or computer I guess...
