I had the same problem. Try to refresh the page, then you'll be able to choose a level on the bottom right. When I redid level 25 like that, I got the second quest. I had to refresh the page again and redo level 12 specifically to get the first quest.

oh man... it's been so long since we last got new Quests here!
this was a really nice game, all Quests unlocked with no problems, I played all 25 levels again, just for the fun
