hmm...no rules, eh? How far would "no rules" go? That's like the government shaking their heads yes at allowing the black market to function freely.
There could be some suggestions to this, like an adult forum for 18+, but I've been to Newgrounds; their way of "checking" to make sure you are 18 can easily be exploited and overturned. This is like having a "you must be this tall to ride" sign with a bottle of white-out and a red marker right next to it.
