Pretty much it's the secret police imperial set.

Which weapon has the most Vitality? (I'm putting all vitality stuff for fun XD)

Nevermind, I found that the Azure Flatblade + Riot SHield is a good combination.

i kno im a noob but what exactly does instinct do?

It replaces the stat "Magic" from the previous game.

Instinct is like magic. It increases your healing and damage (depending on the skill. Hover over the skill and it should say blablabla of 30% of your instinct. Check the Class build guides for more info.

Let me clear this up. Can someone tell me the best set of Instinct and Stength? (not including the weapon)

While I am not sure what the best if you want combined Instinct and Strength, I THINK it's probably the Red Police Man thing that has the blood hounds. Either him or the regular police man. Might be a mixture of the two

Umm mabe add all of the damage they do that might help alot thanks.

To be perfectly honest, if an attack requires both instinct and strength, it's better to either get pure strength or pure instinct because the balanced gear has a worse combined score

Best footwear: Imperial Marchers

Best Gloves: Grips of Command

Oh BTW, It's the Colonel's gloves: Imperial Clutch (+30 Vit) that has more vit than the cyborg, not the boots.
