Okay here is the guide:

First, kill all the zombies with your pistol in the first level. Once daylight, put 6 into Search For Suurvivors, and 6 into Repair Wall. Then after that put 4 in each one. Keep repeating this process until on Survivors or Weapons it says No Vacancy. Then put 6 into each of the remaining two and you might find it saying No Vacancy again. Then you put all twelve into the remaining one. That is all for the guide, here are some tips and hints:
Recommended Weapon Sets: Uzi + Hunting Rifle, Shotgun + any SMG, Chainsaw + any SMG, Shotgun + Hunting Rifle.
Note: Sometimes after your Survivors says No Vacancy, some of your survivors may be killed while searching. In this case, repeat the 4x3 pattern until it says No Vacancy again.
My Personal Tips: Whenever you get the Uzi, you should usually use it. Always go for the running zombies, if there are none go for the closest zombies. Dont worry about the Rotweilers much, they take a while to actually HURT the wall, and are easy to kill. For the Military and SWAT zombies, ALWAYS AIM FOR THE LEGS.
