Sure, in that literal sense I guess they are.
The sense I was getting at was the political one: I see conflict and dialogue between religions and areligious groups as an almost entirely political issue, and so there are those who would specifically declare that they are agnostic as a means of defining their identity and therefore political alignment. Those who "don't give a crap" seem to not want anything to do with all this.
