Moses added a ton of rules so that it would be easier for the Israelites to stay on track. The "Love your friends and hate your enemies" is one of those. Jesus came and fixed all of the rules Moses added.
It's in Leviticus 19:18. Although it doesn't say to hate your enemies, some of the Israelites took it that way because it doesn't say to love your enemies
