If that user has several e-mails coz signing up here requires an E-mail for activation then it is possible. But what if two people go to this site to log in? or you're just in a computer rental? (I hope my meaning of ip is right xD)

the problem to me with ip bans is when there's more than one person in the home who might want to sign up.

that never been a problem on other sites, if that happens, the person whoo also lives there could falme the other, and the main troll could email lieing, there are a LOT of problems, but no sites i have ever been to care wether or not there is more then one person on a single computer trying to sign up. and ip's can be changed, its not the computer that has the ip, its the modem, i think. since my ip changes everytime i get a new modem.

Some IPs have the potential of being used by thousands of individuals (like those doled out by AOL). And if someone is really determined, an IP ban will only stop them for maybe 3 minutes. The system we have in place is to simply have moderators that monitor user activity and keep track of problem users - especially returning ones.
We have other tools at our disposal, too, for returning problem users. Like the satellite guided missiles we keep.
Having active human moderators is really the best way to keep the site clean and safe from "da evuls uv teh intertubes".
