I think that America is viewed negativly around the world as violent and aggressive in protecting itself from "threats". And many electoral mistakes (Bysh, Reagan etc.) have weakened the country. Add to that several unpopular wars and the economic proplems which I think started in America and thats the decline right there. (sorry I don;t care much for American history so its a bit brief)
Sorry I have only heard bad things about Reagan and well Bush. I can't think of a way Bush affected me in a posiyive way and I believe he is now the worst president ever on those poll things you have on that "side of the pond" (I can;t talk we had Thatcher)

I would hazard a guess that Reagan was late 80's. Now I was born in 1992 so I think we have a problem. I'm not sure what viewers on the 80's thought of him and I son;t know much myself. My main source is Bill Hicks (don't start) so I know the bare minimum.
