I reckon this would be the best place to put this. I even checked around first and saw nothing here that I needed.
To clarify 'free' and 'competent': -'Free' as in no fees, not a trial version which expires, legal -'Competent' as in not MS Paint, able to do several different art things(overall, not the sux)
Also, if there are a few different ones available to give a good choice of tools and such, give 'em all.
One last thing: Under 2 GB please? Which should not be a problem, seeing as most should be downloaded as a .zip file I would imagine.
