The situation is obviously very bad in that part of the world, with hundreds of attacks every year. will it require an organized effort between several nations to remove piracy from the region? after all, it is affecting internation trade on a HUGE level (pirates siezed the 3rd-largest oil tanker in the world) and has cost dozens of lives already.
Cargo ships actually do have a "mounted turret" defense. Of course, I'm not talking about a real turret, and not all cargo ships. However, some Cargo ships do have a system where they mount a sound system of sorts. However, this sound system sends a concentrated blast of sound waves directly in one direction. Therefore, by not spreading the soundwaves out, the sound is extremely painful to the human brain. If you get hit by it, you literally will drop everything you have, cover your ears, and scream.
Now, if your wondering what effects it really does do, people that have been hit by it have been known to get seizures. Imagine the very annoying mosquito whining sound, and multiply that by 2000.
navy/coast guard and they're normally heavily armed and shooting one of them would be very hard to explain even if they were pirates and even if you do thwart an attempt to take your ship the pirates will just arm themselves better the next time they try to take a ship
No. This isn't a case of corruption in the government and navy, because there is no government and navy. Most don't have the means to arm themselves better, if they did they would have done so. This isn't a typical case, this is a different kind of situation. At this point the threat is real enough to justify arming crews, with daily attacks in a major shipping route.
