At that age you can physically have sex, but why is the legal age for sex 18? well because some people can't handle it emotionally, plus at that age for the first time, it is pretty painful. I meant that it's not emotionally possible for an 11 year old to give birth. And as for condoms, I doubt that a young boy is going to use a condom, since he has no access to any. Unless he somehow manages to buy some.
