Varies. There is an inverse demographic correlation between affluence and age of menarche (first period). 10-11 would be the age in 1st world countries whereas it can be as late as 16 in less developed countries. As such in some countries the average age of menarche has been dropping.
However it is further said that as a general rule there may be a physiological "minimum age" that menarche may occur, and this would probably be around 9-10 or so.
O, I didn't know zoph didn't know what outliers ment, but Typically for the "average" (here it is known as majority) it is 10-11 ish when they are able to bear children (as in have them born... physically possible, cesarean section still needed.).

There was a 15-year-old pregnant girl in my class for a little while. She stopped coming to school a few weeks ago. Teenagers, probably including myself as well, are ignorant and stupid. I'm sick of hearing all these stories about people at my high school having sex. Not once have I EVER heard anything positive come out of it. Girls get pregnant, dumped, guys are forced to work or they leave and cause drama... people drop out of school... jeez.

Ahh the infinitely superior french variety. 15 is pretty late. A fair amount of people lose it at 14/15. Depends on situational factors of course.

I'd agree with that as a minimum age. You're probably not developed enough to do so before you're a teenager anyway.

It depends on how serious. I had girlfriends at 13, but obviously would not consider that 'relationship' comparable to relationships I have now. If you mean a serious relationship, I'd go for 14. I think people are mature enough at that age.
Have sex? - 18
Benchmark I'd go for 16. By that age most boys and girls are emotionally ready. It also gives you enough time to practice before university. Hehe.
