Usually, you cannot submit self-made armatars. However, the mods do host Armatar Contests...

So far the only one I know is open is this:

Spring Armatar Contest

The mods choose from the submitted entries, those they see fit to be used by the Community.

Actually the community manager/administrator, Carlie, is the one who picks the armatars.

But yeah, that's the only way to have a customized armatar: Make a picture yourself that matches the theme, and hope it's good enough to be uploaded.
