"QSL TU TEST RN1TN TEST". QSL means I acknowledge. TU means Thank You. And RN1TN is possibly their callsign."
As far as the russian goes, it say: "Внимание! Говорит и показывает Москва. Работают все центральные каналы и телевидения . Смотрите и слушайте Москву." Literally translated: "Attention! Moscow speaks and shows. All central channels and [television channels] are working. Watch and listen to Moscow."
Apparently, this is very similar to official Soviet TV and Radio announcements, like the ones reporting on WW2. Seems legit, but might've been taken from a film or just imitated. I couldn't tell you without the exact source. Something something black swans.
