Actually they wouldn't even need water pokemon, sufficient amounts of water hoses (fire fighting caliber) coud take a Charizard down.

Because havoc is bad, and if your pets do that they'll be marked as dangerous and probably put down by the authorities once caught. And if you have critters as pets, it's generally because you like them.
Exceptions being people who hold cocks or muscledogs for fighting. But those aren't exactly legal...
Granted, pokemons are used for fighting a lot of the time. But they're not just used for that. And the setting they're portrayed in aren't exactly realistic (you know how huge electric shocks affect Ash...), but if it was more realistic ... think about it.
I would mainly have an Electivire and a Magmortar to destroy things, then a Blastoise to sail away when I get busted :P

The shows and movie never stated how deep a Pokemon's armor is. Maybe they're all bulletproof or something. And the games never mention Pokemon dying, so if they did come to real life there's lots of unsolved questions.

And pokemon can bleed. And die. You know that fire at the tip of the Char's tails? Try putting it out. The reason it doesn't happen in the anime is because it's a children's show. Not because it can't. The reason it doesn't happen in the games, is because it would be bad for game mechanics if your awesome team that you spent hours on had an expiration date.
