Irresponsible people aren't a good reason for why a
potentially dangerous creature shouldn't exist. It's just a good reason to keep such creatures away from such people.

I'm pretty sure no one knows. Since those guys thought they were extinct, yet there was still that one... There might be a colony somewhere safe from humans in the pokemon world. But it's whole 'origin pokemon' status does sorta define it as something prehistoric.
Also: Pokemon do age too (and there have been a case in the anime showing it). Let me see. There was the first movie with a battle to death (never got to the death part, but yeah), second movie had Lugia failing, and he would most likely have died (along with the insane lucky pokemon trainer with the weird marks in his face)...
Celebi died! Fourth movie, it withered and actually died, but was brought to live.
Pikachu was near death in the beginning of the anime, after the spearow attack and the hugetastic thundershock.
So basically all the OMGCLOSE things, because that's all the show can have to be suitable for kids... >_>

And pokemons do not necessarily evolve. They can refuse to (like Ash's Pikachu and Bulbasaur (early on)), or they can just not get to that level or be under the correct conditions.
But how will you decide who gets Pokemon and who doesn't?
Same way other things are regulated in this world. They might be able to get hands on some illegally, but, well, they wouldn't keep those for long if they did bad stuff.
Most people who are presented with something that can cause mass destruction are going to have a hard time not using it in that way. You couldn't judge them by their past actions because nothing like Pokemon has ever existed.
Imagining pokemon integrated into our world from now on is a bad idea. Either think of you as living in the pokemon world, or imagine pokemon having always been in this world.
Because if they were just suddenly put here, don't think the government would let regular people have a single one.
Who would create those kind of episodes?...

Aside, it's not that bad. Really. It's just less "fluffy pink and safe" than the episodes that got dubbed.
