Well if you use the move that switches shuckles att and deff then his base attack becomes 200! Which is ridiclas. Then if you use hyper beam....blisseys have a base hp of 600 at lvl 100. So that'd be like 3 or 4 wouldnt it?

who's better groudon or kyogre?

Groudon has fire-based moves, but it's a ground type.
I'd stick with Kyogre.

Sea incense?
I believe you can get one on the route right on top of jubulife city, if you surf across the water.
