Unfortunately a lot of people are very shallow and care wayyy to much about looks, but a genuine person should care about what is on the inside rather than the outside. I dunno if your comment refers to anyone specific, but just tell him to be true to himself and the right girl will be found sometime!
How about you straight up ask her? If you are interested in her then how about ask her out? Or just ask her to chill with you and see how she reacts. But if you don't want to take the direct approach you could also ask her friends.
