Correct me if I'm wrong, but isn't a tip a reward for good service, not some mandatory fee? Seems like the only people that should have been arrested in this case is whoever called the police for wasting police time, but I'd like to see what other people think to this.

Obviously, they weren't the only ones who had to wait to get their food longer than they wanted, but that's just something that you have to deal with when you go into a crowded establishment with a decent sized group.
It's not because they didn't tip. When you go to a restaurant with a large group, usually 6-8+, you are forced to pay a certain gratuity, it's not a choice. So it wasn't really for not tipping, it was refusing to pay part of their bill. Sure, it seems unreasonable, but that's how most places work and they knew that when they got there.

In my opinion they shouldn't be in jail, the service sucked so they decided not to tip them, i mean. Who the hell gets people arrested for a measly 16 bucks???
Thats dumb i mean it is good to tip tipping is a choice though its like a gift compliment. Its like calling the cops on a random person that didn't give you a Christmas present.
Tipping is how waiters/waitresses make all of their money. Some restraunts have a tip built into the price of the meal. Others have a variant so that it's an incentive to work better. Pretty much though, your expected to tip the person serving you, I mean, you pay the person at McDonalds when they screw up your order don't you? You don't just take the food and leave.

No, its not. They make a little less than minimum wage, because they get tipped. If you get really bad service then you don't have to tip. Tips are earned, not deserved.
