A) Spam counts no matter where you are. This isn't /b/ or NewGrounds. B) An illegal conversation thread is a thread devoted to conversation. Which, if you take numbers out of this, is what this is.
If we don't get posts for it how could spamming on the spam forum ever be a problem. Personally I miss some of the forums I used to be on where every post counted.
AP is not the reason, it's really annoying people. It counts wherever you are. You can have a chat with Carlie about that if you'd like.

I saw Count to 1 a few days ago. They counted backwards. That was a duplicate. It got locked. So that means... THAT THIS IS A TRIPLICATE THREAD! (lol triplicate) And um... 21.
You know, padlocks are handy things. They are mostly used to lock things down, to close them. For example lockers, or banks. Those padlocks can even be handy on the internet. Like in real life, they can be used to keep bad things locked in. What if we used one of these padlocks on, say, a thread! Hey, that's a good idea! But we have t5o test it first. Now this is a good example of a triplicate (lol again) thread. HEY MODS! I GET THE CHAIN, AND YOU PLACE THE LOCK. All right, you're here. And do you see the same pattern in each thread? Each was locked and commented on by an exasperated mod. Counting to 1,000 is baaaad.
