I am not sure, for the most part Mario is the main character while Luigi is either a NPC or a minor character. They would have to be portrayed in a similar situation and relative strengths.
I really think noone would win couse brothers are not fighting among themselves for stupid " me is teh better " reasons... but im not really sure if they fight luigi could win ...
Luigi. Why? He jumps and runs faster than Mario but no one ever acknowledges it. Plus, if anyone has ever played Super Smash Bros. Luigi is obviously the superior fighter with his higher jumps and stronger aerial attacks.
If we are going to have vs. threads guys we need to provide reasons for our opinions so as to avoid excessively short responses like this one.

In SSBB, Weegee is better, in the other Smash games Mario is. But let's not base this off SSB, that's lame. Weegee is generally portrayed as weaker but also lighter and floatier and faster. Plus he wears green.
