Mario. He is a main character plus he always defeats Bowser. I haven't seen Luigi do anything heroic except in Luigi's mansion. But that was only once.
Luigi is Mario's backup, he doesn't really appear as a main character in any games except Luigi's mansion. So i'm pretty sure Mario would come out on top.
How? In what ways has Mario been stronger than Luigi?
I think Luigi would defeat Mario with his brainpower. I mean think about it, Mario is always running around like a fool after a princess while Luigi has the smarts to stay back and train to kick Mario's butt.

In Brawl, I think luigi is better, cause he has fast and strong attacks, and he can give many aerial attacks in one jump.
In Super mario 64 for DS, luigi and mario have different abilities, luigi can jump higher and has a different transformation when he breaks that box with a !.
But, putting gameplay aside, I prefer Luigi. Not that I don't like Mario, but I think luigi's style more cool. And the fact that luigi is generally a unlockable character does NOT mean that he's worse than mario. In fact, I think that if the character is unlockable it means that you have to prove you deserve him, completing whatever you need to it.
It would be Mario. In the games Luigi is usually portrayed as the weaker, more fragile character who is often following Mario's lead. How often does he defeat Bowser and save the princess?
