Remember that guy in your class who uses drugs and gets in trouble a lot? He also doesn't even try at school, and frankly, doesn't care? He is deserving poor.
I partly believe in Social Darwinism, where, those that work to be better fit for society will be more on top than for others. Like in Owen's case, where a person does not try. He will not succeed in life as well as someone who studies to learn what he is being taught in school. However, when crappy governmental laws come into play, it skews the theory waaay out of proportion, where those that deserved to get to where they are are either going to be sent down lower, or be bumped up higher. THIS IS MADNESS!
There are deserving poor and undeserving poor much like there are deserving rich and undeserving rich people. The drug addict is an example of deserving poor, the man/woman that works hard every day at a dead end job to support a family and keep a roof over their head is undeserving poor. The man/woman that worked hard every day and sacrificed and did everything they could to make a buisiness better is an example of deserving rich and the lazy layabout whose parents did all that and then inherited all their millions is an example of undeserving rich.

That's the answer I was looking for. In the play Pygmalion the deserving poor are the one's who can't help themselves, disabled, The undeserving poor are the one's who live on the streets, poor, but happy. Living off others, getting drunk and having a good time. It's quite the opposite of what you would think.
Well, to be honest, societies always been this way. Deosn't matter hwat government it is, ever since we have had cities, the collection of a standard of wealth, We have skewered our fellow human beings in a social rift, dividing ourselves because of a stupid class structure. It's all about wealth I think. Whoever cotnrosl the wealth is important too. Because as you said, people who work hard all their lives, and get no where, well who is preventing them? their bosses, and people who control society, which is the ones who control the wealth. That means governments as well, as they control the wealth of the nation, through taxes and diffrent forms. This rule does nto apply, as people who work hard, to try and establish their empires, have succeeded, And thats how people can jump this rift. But some people just can't its too hard. Thats what I hate of our society, we put too much emphasis on wealth. There has been times when wealth didn't matter. Not to the extent it does today. It was placed on your actions. For example, back in the Ice Age. Sure, there was wealth among objects, like who had more Seashells, or who had more obsidains spears, or mroe flint, or more Mammoth tusks, or meat.
But you could obtain a high class in society, by learning a skill, or by doing a great feat. And it wasn't basedo n wealth so much .Sure you may be known as a really wealthy bugger, but you don't gain respect. It may work agaisnt you, were you get people to hate you and actually dismiss you.
But it was placed on what a person does. Thats what I'd love society to be like. Sure mabye even digress back to caveman days. LIFE WAS SIMPLE. WE DID NOT HAVE INCOME TAXES. I'd live in a tent and hunt mammoths, sure. I fish for a living anyways, and im in Dominican, so I'd be living on a tropical island, probably in some hut, but hey, I'd be living the good life. NO PRESCRIPTION DRUGS. NO INCOME TAXES. I FEELS THE POWER.
