No. There are alternative methods of requiring information, and if it is used as a means of killing someone, that's even more unacceptable. It's overly cruel, ridiculous, and basically uncalled for. There are thousands of other ways of execution that are much better.
Torture is shown to be ineffective. First, if you are torturing someone who has no information, they will make things up just to end the torture. Second, if you are torturing someone who actually has information, they often lie just to send you off in the wrong direction. Why would you help someone who is putting you through physical pain?
Let me tell you about my favorite kinds of torture.
Chinese Water Torture:
You lock a guy in a dark room and drip water on his shaved head. Here is the tortuous part. You drop at random intervals so the guy can't tell time and he slowly goes insane.
Flagpole:
You tie a guy upside down on a flagpole and put two cuts, one under each eye, and he can't wipe the blood from his eyes.
Anyone seen 3 guys and 1 hammer? Retributive justice is perfect for them. God I'd love to have a screwdriver rammed up their skulls and see ho they like it.
I think the belly would be best. That looked like it hurt.
I have nothing against torture, if it means saving lives. While it does go against my beliefs, lives are more important. I'll torture a thousand people to save a thousand and one more, any day.
Psychological torture is my favorite. Physical just doesn't break you like fear and offense do. Nothing like blasting Enter Sandman into a Muslim extremists' ears while showing him some not-so-nice videos. It will break them fairly fast.
It also is legal (well, more legal), as it causes no permanent injury to the body.

If you tie them up so they can't move the interval doesn't really mater, it could even be every 5 seconds.
You must be careful with psychological torture take it to far and your defeating the purpose.
Any good interrogator knows when enough is enough. Most people that don't talk have very strong wills, and as such can also take far more torture psychologically. It works itself out.
well the problem is that you can't trust anyone who you are torturing. so if you want an answer you can't just ask for one and beating the **** out of someone probbly wont get you the answer either. so the best thing to do is find out what ever you need to find out your self
I agree with XVERB if I was being tortured (depends on how extreme it is) I would say whatever the hell they wanted me to say. In my opinion depending on the severity of the crime torture is necessary or unnecessary. Most POW officers are tortured for any info. they may have so why not us, the only way to win a war while keeping lives intact is to stoop to their level.

Why? Why stoop to their level? What's the point? If both sides of a conflict disregard morality in the name of victory, why should anyone fight (or much less torture) for either one? Nationalism? It is difficult to imagine a less worthy cause.
Torture is only acceptable or useful if the person being interrogated is affected well enough by it. Different people talk under different kinds of pressure.
