Didn't I tell you before to forget about the base shield action? Even though monarchy is unbalanced in ways, putting in extra actions, base shields for example, will be too confusing for everyone.
Here's my solution:
Have 3 options before you create the game room:
Option 1: 1vs1 or 2vs2
Option 2: Normal, Cold war, Safe skies, Earthquake, Dogfight, or Low tech.
Option 3: Count on stats? Yes or no?*
*= Game will automatically won't count if easy cpus are placed on the slots, or not every slot has a player.
You are the monarchy government. As monarchy you will get 6 influence point for every 5 seconds automatically from the base. This resource change will be for 2vs2 games.
As for the 1vs1 games, monarchy will get 1 influence point for every 5 seconds from the base automatically.
Capitalist, fascist, and communist won't be affected by the 1vs1 or 2vs2 mode change.

Leave the exit button for Quickplay and Campaign modes. Take out the exit button action for Multiplayer.
