True point there, the moderators here are fairly invisible, to say the least. Usually, being modded is an expression of commitment, but if anything I'm getting the idea that the commitment here is mainly casual and they're trusting to the forum to hopefully take care of itself.
1) Anybody swearing excessively gets noticed by the community, quite often we'll get a complaint about it, and it's dealt with. As quietly as possible. We like to stay out of your way if we can.
2) You are correct, our commitment is not formal, there is no contract. Also you are correct, many of us become eventually too busy to maintain a strong presence. Those of us who simply cannot stay here retire.
3) But more importantly, moderators have nothing to do directly with the censorship system. It's currently a manual filter of rules and exceptions, meaning that when an error (like Pachinko or Scunthorpe) occurs, we tell the community admin who passes it on to the developers who then fix the problem. Inefficient? Probably! But the problem does eventually get fixed.
Now...
Frankly I'm getting more than a little tired of people mistakenly attributing our task parameters, but then again I wouldn't expect anybody to know any better, since there's no big blazing neon sign that advertises what we do and don't do (perhaps this should be rectified). Also the only reason you say everything that's wrong with the site is somehow the moderators' responsibility would be because as invisible as we are, we're the only ones actually visible to the community.
Well strop, the admins don't relaly seem to care muchabout you guys, and half the site knows nothing of what an admin is.
So really, they don't know what you guys are. They tihnk your like slaves who sit at a computor all day, in a box, chained to your desk, hoping someone remebers to bring you dinner. But alas' you have all right to be mad. the life of a mod sucks.
Err, that's fixed on the AG3 topic, but that's fine!
I don't know if it's the site company that Armorgames used (I forget the name) that originally had these censors already in place, but I think I speak for everyone when I say we are above using these uncommon derogatory words. Every now and then we see homo and $#%#$%&^%@##@#, but we take care of those with a little friendly talk. I mean this is also why the site has the occasional glitch where the forum states nothing and says "Last Reply: 7 years ago by:" and that's it. It couldn't be too far off to say that AG3 will be making a site completely and utterly from scratch, instead of having a developing site as base and working it up from there. I could be wrong. I could also be wrong about the site's origins as well.

Okay, this is what we're gonna do. It's a big plan, but you gotta bear with me on this. We're gonna take EVERY.SINGLE.VETERAN.USER. Pair them together with the mods and admins. And then we're gonna make a thread basing what a moderator and an administrator can and can't do. And then we're gonna bug the developers to make a SUPER STICKY that shows up in bigger words than normal. That'll catch the newbies to the site and will inform them appropriately

This is correct, the consensus was that the base used for this site (which was originally built from scratch too) was not sufficient for the size it is now. Importantly: Several parts of the code for stuff that users most frequently have issue with actually cannot be changed without dismantling most of the site first, hence the need to start over.

I was thinking about that, but decided to kick off by uploading a draft onto my profile. Good enough for a start.
