Regular members can't delete or cancel their account--they can only leave it alone and close their comments so no one can spam their account.
I would ask why he can't use the same e-mail, but I guess that would be a tad personal. Either way, only admins can really "disable" accounts. Try contacting Cormyn's e-mail, Cormyn@armorgames.com and see if he will do so.
You can always make a new account though. That requires a new e-mail, but even if the account is deleted, it is still "there".
Err... edit this. It's Ian@armorgames.com . That's his real name by the way--I put his username on there by accident. But if you contact him via his E-mail, he should help you out if the reason is good.
