You can make your own writing contest under the following conditions:
1) It has to be unique. If it's the same in principle or in details to another preexisting contest we'll have to shut it down for being a duplicate.
2) The rules need to be well thought out, if there are issues we'll point them out and advise you to try again (or not.)
3) We won't hand out merits unless it's a) big enough and b) we can be sure it actually runs on a regular basis. Competitions that don't have reliable people running it die pretty quickly.

I might as k fo mods to hand out merits in my one after this round, hmm..
I started the Haiku Contest, and it wasnt till about round 4 or 5 that the winners recieved merits. You just have to show that:
1) Your contest is popular: I.E., a nice bit of people join/compete every round. Its no fun if its the same 3 people every time, every round.
2) Your contest is competeable: So obviously, a "show your gold-plated stuff contest" wouldn't work. Some stuff, like short-stories, songs, etc, are harder to write/make/etc. And ussualy, by the time their done, the contest deadline has past.
3) And pretty much everything everybody else has said... Yeah.
