It starts at first then another at 3rd level and a feat every three levels after that.

Feats you get independently from feats you get for leveling in a class(example:Fighter bonus feats)

Well I absolutely Fail then and need to edit quite a bit of stuff.
Does that include LA levels or is it just class levels?

Also, what's a good race w/ Intelligence and Charisma bonus, preferrably below 3 LA?
