He leaves and goes down to the next floor he hasn't been to yet.

You come down to the next floor... Ohai, evidence+equipment storage for inmates (sign says so)! There are lots and lots of locked rooms on all sides of the circular area, on the other side is a beginning of another set of stairs (must suck to be aguard, all these stairs)

To the 2 inmates:

There are a good 10 doors combined, it would take a bit to find anything. Besides, you haven't even checked if they're locked >.>
