The Chinese Cultural Revolution killed 30 millions of people, ACCORDING TO THE CHINESE GOVERNMENT. Double the number and we will get a more credible number. That's 60 millions.

MAO wasn't that evil. he managed to get the average life expectancy up from 35 year in 1949 to 70 year in 1970. and the illiteracy was strongly lowerd. the reason why about 30 mill people died was because of the Four Pests Campaign. it was a mistake. mao didn't want kill these people.
Yeah, Mao wasn't evil. He just had a bumpy beginning. He tried to industrialize china too fast and realized that his country was filled with starving people that had stopped farming. So he had to fix a few things, that's all.
How was he the worst? A dictator is supposed to keep as many people as he can under his rule content. He led them out of a depression caused by WWI and inspired the people to strengthen the nation by reclaiming the former territories of the fatherland and expanding the borders.

you do understand he started WWII right? and the fact he was a sick man and blamed most other races for the worlds problems, he may have led them out but afterwards the people lost faith in him because they knew if they kept following them, he'd lead them to destruction and after WWII he led them back into debt which i believe they are still paying the allied contries.
The thing is you have to look at why so many people died and how they did.
Osama was a violent terrorist but he is more or less the queen of England when it comes to Islamic heretical extremists. He's a symbol but not much more.
Stalin was murderous and extremely paranoid, and killed not only people who were against his form of autocratic socialism, but anyone who he suspected may have been plotted against him. I.E the majority of the Red Army officers and such. it later bit him in the *** during the Second World War.
However, he also industrialized Russia and brought it to the status of an industrial giant.
Hitler killed millions of people intentionally with the Gestapo and SS, with the use of concentration camps and extreme fascism. He was also one of the people who started the most catastrophic war the world has ever known. He later became delusional and paranoid, and took his own life and those of his own family.
On his good notes though, he did bring Germany out of the great depression and he founded a very strong army. Its just what he did with that army and economy is whats disgusting.
Mao? Mao practically made sure fascists and nationalists didn't secure China. If the other rebel faction caught hold of power, the China we know today would not be as friendly as it is now. If the nationalists took power, Tibet would have been exterminated a long time ago, and other countries would've been annexed. Hong Kong would've been in China's grasp a long time ago if they were in charge.
Mao may have caused the deaths of millions of people, but he brought an otherwise backwards, agricultural serf nation into the modern age with industry and reformed government. And how they died was in the huge upheavals he invoked among the peasant populace. Also remember that the Japanese brutally occupied parts of China, and Mao was a noted resistance to their armies. So its not a surprise he had such high casualties under his belt.
He was still a ruthless megalomaniac though, so in part it was mainly due to his "cultural" revolutions later on that caused the death of teachers and others.
As for who I find the most evil, I don't view people like that. There is no good or bad really in reality. Only perspective. Who spilled the most blood? Mao. Who tortured the most people? Hitler. Who caused a World War? Hitler. Who caused Europe to be staggered for another 30 years? Hitler. Who made "rison camps" to enslave and kill? Hitler and Stalin.
So overall, for the most "evil" I'd have to go with Hitler.
