1) This is the Tavern, and I think the addition of a 9th moderator is important enough to deserve better than the Tavern.
This is only true if you think the Tavern sucks. It's just a place for misc topics, where else would you put it? There's no announcements section. It's not a support or suggestion. It's not a newcomers subject. It's not video games, popular media, a world event or programming or art, so that leaves the Tavern.
2) This thread is not stickied, but I think it is important enough for a sticky.
Stickies are for ongoing topics. This is just a "welcome." Or do you want to welcome him eternally? The thread would get old, as it really has no place to go other than a quick, "Congratulations Freakenstein!"

I think this is the perfect place! I don't see anywhere else for this thread to be placed in. Support and Suggestions....no...Newcomer's Forum....no...The rest really don't fit with announcing a new moderator besides The Tavern, which welcomes all threads that don't work anywhere else. It's the Hufflepuff of AG, if you will.

I'm just a little bummed that an axe has less "oomph" and "delivery" than a hammer. But I suppose this'll have to do....
