i don't know how you can submit games but i do know that if you do contests on armorgames you can win merits btw i think there is a whole forum about in the first forum page.

You can submit a game to ArmorGames by going here. It might take a while before they approve it, though. Also, it has to be a decent game to be accepted, they have high standards.
And all your merit questions are answered here.
