You can learn any programming language any time, you'll just might have an easier time if you do what i suggested in this thread. Though if you do want to skip everything i suggested an go straight to programming, Python is a great start.
I wont skip!! I already learned HTML (pretty easy) and I went to CSS now It's just when I see a program infront of me I get an urge to know what's it doing

HTML is not really a programming language in the same sense you think of it, it's a markup language. Also you haven't learned HTML you've only scratched the surface, it get much complicated when you start integrating it with other languages like PHP or go into HTML 5 and start fooling around with canvas.
Also C# is not a beginner language and not respectable educational institution would teach you it first. I would suggest python or java for free programming languages. More python if you want to make games since the extensive free library called pygame exists.
@JalpaneoFez You mean game development right? Try learning python, it's relatively easy and with the library pygame you can start producing some interesting games.
